Thanks for the comments everyone. It is indeed a Taurus head, and I agree Taurus never really had the Joe feel to me. Then again none of the renegades did.

The short answer, no pun intended, was that I made every major section of the body shorter. The torso was sanded down to make it shorted, the middle piece was hollowed out more for the torso to sit down in lower. I also sanded down the upper leg pieces closer to the metal tee. I cut the lower legs in half and sanded each section down then attached the two pieces back together.
